Monitoring-Based Commissioning CIEE has successfully used R&D by LBNL and others to create a paradigm shift in retro-commissioning practice that we call Monitoring-Based Commissioning. In the 1990s, LBNL and CIEE showed the value of real-time building monitoring for Diagnostics for Building Operation and Commissioning project. This effort led to a prototype Information Monitoring and Diagnostics System (IMDS) [Piette (1998)]. In 2003 CIEE proposed a monitoring-based commissioning component for the UC/CSU/IOU Energy Efficiency Partnership based on this research, beginning with the 2004-05 funding cycle and continuing through the upcoming 2010-12 cycle [BrownK (2007)]. This program emphasizes monitoring for diagnostics, savings accounting, and ensuring persistence of savings. The results of the 2004-05 cycle have been extensively documented in conjunction with PIER Technology Demonstrations [Mills (2009)].
